At the recent training program on “Intellectual Property Management in Enterprises” with the theme “Identifying and Managing Intellectual Property Assets” organized by the Center for Science and Technology Infrastructure Development and Exploitation Services (CSID) in late September, Mr. Nguyễn Ngọc Anh Toàn, Head of the Department of Agricultural Products, Food, and Chemicals at QUATEST 3, delivered a presentation on “Product Quality Standards in Vietnam – The Foundation for Brand Development and a Stepping Stone to International Standards.”

According to Mr. Toàn, quality is the core foundation that shapes positive perceptions and fosters enduring consumer trust. A brand is not merely a logo or packaging—it is the totality of customers’ perceptions of a company’s products. For any enterprise, quality and brand must go hand in hand. Consistent quality is the intangible asset that strengthens a brand’s reputation.
Mr. Toàn emphasized that developing a solid Vietnamese quality standards system is fundamental for businesses. This system includes:
National Technical Regulations (QCVN): Mandatory standards applicable to products, goods, and services. Compliance with QCVN is a prerequisite for market circulation.
Vietnamese Standards (TCVN): Voluntary standards providing guidelines and requirements for product quality. Applying TCVN helps enterprises enhance both quality and credibility.
Corporate Standards (TCCS): A vital tool enabling enterprises to control every stage of production, ensuring outputs meet defined technical and quality criteria. Establishing and applying TCCS helps clarify evaluation criteria, thereby building trust with customers and partners.
TCCS also demonstrates an enterprise’s competence in quality management, professionalism, and commitment to delivering standardized products. Moreover, TCCS serves as a foundation for research and innovation, empowering companies to continuously improve quality, adapt to market needs, update technologies, and strengthen competitiveness.
Food Safety Regulations (VSATTP): Detailed legal requirements on production conditions, testing, labeling, and circulation of food products to protect consumer health.
Mastering and complying with these standards not only ensure legal business operations but also serve as the first step in building a strong quality foundation. As Mr. Toàn remarked, “Compliance with national standards is essential for business survival; quality management is the foundation for growth; and cultivating a quality culture is the key to achieving international standards and building a sustainable, trusted brand.”

Following the training session, participants visited QUATEST 3’s newly inaugurated Customer Service Office, officially opened on September 23, 2025, at the Ministry of Science and Technology Office Building, 1196 Ba Thang Hai Street, Binh Thoi Ward, Ho Chi Minh City. The new office was relocated from its previous site at 64 Le Hong Phong Street, Cho Quan Ward, Ho Chi Minh City, and began operations at the new address on September 15, 2025.



Continuing this series, on the afternoon of October 14, 2025, CSID will organize a seminar titled “Building a Strong Science, Technology, and Innovation Ecosystem – Opportunities and Challenges for Innovative Startups in the Southern Food Industry.”
