In alignment with the nationwide spirit of enthusiasm and solidarity among Vietnamese youth in celebration of the upcoming Youth Union Congress at all levels — and with the support of the Saigon Ward Youth Union and the approval of the Party Committee of the Quality Assurance and Testing Center 3 (QUATEST 3) — the Youth Union successfully convened its 11th Congress for the 2025–2030 term on September 26, 2025.

Delegates Attending the Congress
The Congress was honored by the attendance of Mr. Liên Thanh Phát, Standing Committee Member of the Saigon Ward Youth Union; Mr. Trần Quốc Dũng, Secretary of the Party Committee and Director of QUATEST 3; along with 56 Youth Union members representing sub-unions from various departments and divisions across the Center.
The Congress served as a significant forum for QUATEST 3’s youth to review and evaluate the implementation of the 10th Congress Resolution (2022–2027), identify lessons learned, and outline new directions, objectives, and solutions for youth development and activities during the 2025–2030 term.
Thanks to the strong leadership and guidance from the Party Committee and the Management Board, as well as the support of higher-level Youth Unions and other internal organizations, the QUATEST 3 Youth Union has consistently fulfilled its assigned missions. Over the past term, the Union has initiated numerous meaningful and impactful activities that not only benefited its members but also contributed positively to society.
The members of QUATEST 3’s Youth Union are highly educated, professionally skilled, and play key roles across the Center’s departments and divisions. They are recognized for their integrity, discipline, teamwork, and commitment to continuous improvement. The Union has actively promoted political, moral, and lifestyle education among its members through diverse, creative approaches. Its volunteerism, community engagement, and cultural and sports activities have all been vibrant and well-received.
Leadership Election and New Executive Committee
'With a strong spirit of unity and consensus, the Congress elected a new 7-member Executive Committee for the 2025–2030 term, comprising: Mr. Nguyễn Nhật Tâm (Physical – Chemical Measurement Laboratory), Mr. Võ Trọng Tài (Consumer Products Testing Laboratory), Ms. Lê Kim Hiền (Food and Chemicals Inspection Department), Ms. Nguyễn Mai Thanh Nhàn (Human Resources Department), Mr. Bùi Văn Phong (Electrical Inspection Department), Mr. Nguyễn Lưu Vĩnh Khang (Physical – Chemical Measurement Laboratory), Mr. Nguyễn Đức Toàn (Electrical Measurement Laboratory)
Representing the new Executive Committee, Mr. Võ Trọng Tài affirmed: “With the motto ‘Pioneering – Creative – Breakthrough – Dedicated – Courageous – Compassionate’, and grounded in realizing STAMEQ’s vision and QUATEST 3’s development strategy toward 2030, the new Committee will strengthen activities that integrate technical expertise with youth engagement. We aim to create more platforms for members to express their capabilities, demonstrate the solidarity, dynamism, and innovative spirit that define the youth of QUATEST 3 — and of Vietnam.”
In the new term, the QUATEST 3 Youth Union will focus on key priorities:
Education and Ideological Development: Actively participating in learning, promoting, and implementing the annual campaigns on studying and following Ho Chi Minh’s ideology, ethics, and style. Coordinating with the Party Committee, Management Board, and Trade Union to organize seminars on Party resolutions, policies, and national and international affairs to strengthen political awareness and patriotism among members.
Innovation and Scientific Advancement: Encouraging youth participation in scientific research and technical innovation to develop new testing methods and enhance service quality, efficiency, and cost-effectiveness.
Youth Empowerment and Well-being: Promoting programs that foster social engagement, physical wellness, and cultural enrichment, ensuring that young professionals thrive both personally and professionally.
Mr. Liên Thanh Phát, Standing Committee Member of the Saigon Ward Youth Union, commended QUATEST 3’s Youth Union for its remarkable achievements in the previous term, encouraging the Union to continue expanding its role and impact in the coming years.

Secretary of the Party Committee and Director of QUATEST 3, recognized the Union’s meaningful contributions, emphasizing:
“In this new term, the Youth Union must continue to lead by example, engage more young professionals, and innovate its activities to align with the Center’s scientific and technological mission. The Party Committee and Management Board will continue to support and collaborate closely with the Youth Union to nurture a generation of skilled, passionate, and dedicated young experts — those who embody the spirit of excellence and innovation that drives QUATEST 3 forward.”
The Congress concluded successfully in a spirit of unity and enthusiasm, marking a new chapter for QUATEST 3’s youth — a generation determined to uphold the legacy of solidarity, dynamism, and innovation in science and technology, contributing to the sustainable growth of QUATEST 3 and the nation.
