The 21st International Exhibition and Conference on Precision Engineering and Manufacturing – MTA VIETNAM 2025, organized by Informa Markets in collaboration with the Vinatest Laboratory Cooperation Association in Ho Chi Minh City, took place on July 3rd, 2025, at the Saigon Exhibition and Convention Center (SECC). Mr. Nguyen Anh Triet, Chairman of Vinatest and Deputy Director of the Quality Assurance and Testing Center 3 (QUATEST 3) presided over the sessions of the Conference.

In his opening remarks, Mr. Triet emphasized that in the context of globalization and international economic integration, the role of metrology is becoming increasingly vital. Metrology is the foundation for the development and enforcement of government policies and laws, safeguarding national interests, and fostering business growth, strengthening technical capacity and professional practices in metrology is essential to support enterprises in their production and commercial activities and to uphold social fairness.
At the 9th session of the 15th National Assembly on June 18th, 2025, in line with the key directives outlined in Resolutions 57-NQ/TW, 59-NQ/TW, 66-NQ/TW, and 68-NQ/TW, and to meet the demands of sustainable development, integration, and digital transformation, amendments were made to two critical laws: the Law on Standards and Technical Regulations and the Law on Product and Goods Quality.
One of the most significant reforms involves a shift from a pre-inspection to a post-inspection regulatory approach, based on data and digital technology—aiming to establish a modern, digitalized, and interconnected quality infrastructure. For the first time, the law clearly defines the components of the National Quality Infrastructure (NQI), comprising five core elements: standards, metrology, conformity assessment, accreditation, and market surveillance.
Mr. Triet noted that the conference would address several key topics, including digital transformation in manufacturing, digital calibration certificates, and NQI in the context of innovation and digital transition.

At the event, Mr. Lý Đạt Minh, Head of Mechanical Metrology at QUATEST 3, delivered a presentation titled “Digital Metrological Services and Digital Calibration Certificate”. This presentation offered a concrete perspective on how metrology, a critical element in both economic and social activities, is undergoing a transformative shift. Digital metrology services are poised to fundamentally redefine the current operational systems of the field.
Mr. Minh provided an in-depth overview of the Digital Calibration Certificate (DCC), a modern alternative to traditional paper-based calibration certificates. Countries such as Germany, along with their metrology institutions and enterprises, have already made substantial progress in implementing this concept. The approach aligns with Vietnam’s own policy direction, as reflected in the Law on Electronic Transactions, government regulations on electronic signatures, and the Ministry of Science and Technology’s national digital transformation roadmap. Nevertheless, Mr. Minh pointed out that Vietnam still faces challenges, including the need for robust data systems, foundational infrastructure, and skilled human resources.
